George Cole Scott, III
George Scott is President of Closed-End Fund Advisors, a global investment firm which concentrates its investments in closed-end funds. He has been president since 1996 and is a graduate of the University of Washington.
George has been in the investment management business since 1969 and has specialized in using closed-end funds for clients since the mid-1980's. They became his specialty after joining the Board of Directors of the award-winning closed-end fund, Bergstrom Capital. Because of his expertise, he has also advised several funds as a consultant, both domestically and abroad.
He is the former editor of The Scott Letter: Closed-End Fund Report. Since May 2001, George has been Editor-In-Chief of The Scott Letter Online.
In 1991, he co-authored the 500-page book Investing In Closed-End Funds: Finding Value and Building Wealth. The book may be available at Amazon.com, and many public and university libraries.
George was on the closed-end fund committee of the Investment Company Institute, the trade association for the open-end and closed-end fund industry. He has been a long-standing member of the Richmond Society of Financial Analysts (now CFA Virginia) and is widely quoted in such publications as The Wall Street Journal, Business Week, Financial Times, Kiplinger Letters, Mutual Fund Magazine, and Money as well as many metropolitan newspapers. He has published articles on closed-end funds in both Barron's and Pensions & Investments. George has also been interviewed by various televised investment programs and presented at numerous investment conferences.
As a value investor, George sees closed-end funds as the best way to take advantage of inefficiencies in the global stock market.
John Cole Scott, CFS

John is in charge of business development, operations and compliance for Closed-End Fund Advisors. He joined the firm in January 2001 and serves on the firm's Investment Committee. John holds the FINRA 66 Security Licenses. In 2002, John earned the designation of Certified Fund Specialist (CFS).
He has been quoted in the "Money" section of USA Today and The Richmond Times Dispatch and published in Senior Consultant. He has presented at conferences in Atlanta, GA; Charlotte, NC; Boca Raton, FL; Richmond, VA and Washington DC including several keynote addresses. In 2008, John founded CEFA's Closed-End Fund Universe, a comprehensive weekly data service covering the closed-end fund industry.
John is a member of The Richmond Association for Business Economics (RABE) and serves on the Investment Committee for The New York State Society of The Cincinnati and on The Virginia Museum of Fine Artsí Business Council. He is a past member of Rotary International and Business Networking International (BNI) where he served as an Assistant Director. He was awarded the "Character Counts" Award from the Capital Area and YMCA in 1999 and "Master of Networking" from Business Networking International in 2003 and 2004.
John has been a board member of the Richmond W&M Alumni Chapter since 2001 and has also served as its past co-president. The Chapter has received recognition as "Outstanding Chapter" for 2003, 2004 and 2005 as well as Premier Chapter for 2006. In 2007, he organized The W&M Alumni Club, ď96/06Ē which plans a hospitality tent at W&Mís Homecoming each year. John graduated from The College of William & Mary with a B.S. in Psychology in 2000.
Daniel Silver, CFA
Dan handles portfolio management, research, and trading activities for CEFA. He received his B.A. in Business Administration from the Goizueta Business School at Emory University and holds the Chartered Financial Analyst ("CFA") designation. Prior to joining CEFA, he was a portfolio manager for Zoso Capital, and previously worked for investment banks UBS, Morgan Stanley, and SunTrust performing investment research and was a senior analyst at George Weiss Multi-Strategy Advisers. He was born in September 1981.
Daniel Silver is a CFA charter holder. The CFA Institute awards the CFA charter. CFA Institute describes the value of the charter as follows: "The Chartered Financial Analyst (CFA) charter is an investment credential that, for more than 60 years, has been the global standard for embodying the integrity, dedication, and advanced skills needed to build a stronger, more accountable financial industry. No credential is as widely respected for its focus on current investment expertise and performing in the client's best interest. None is harder to obtain." Charter holders are required to complete annual continuing education. The CFA Institute summarizes the requirements to obtain the charter as follows: "Earning the charter requires demonstrating four years of professional investment experience, committing to uphold a comprehensive code of ethics, and passing three levels of rigorous exams that test an advanced curriculum of investment management and analysis skills. This achievement takes multiple years of persistent effort and hundreds of hours of study per exam level." Mr. Silver is also an active member of the New York Society of Security Analysts.
David W. Carter
David joined CEFA in 2016 and serves as General Counsel and assists in Compliance and Operations for the firm . Prior to joining CEF Advisors, David practiced law for more than ten years during which time his practice primarily focused on bankruptcy (representing secured creditors), creditor's rights, collections, and real estate. He is currently licensed to practice law in the Commonwealth of Virginia and is also admitted to practice before the United States District Court for the Eastern District of Virginia as well as the United States Bankruptcy Courts for the Eastern and Western Districts of Virginia. He is a past Secretary of the Virginia Creditor's Bar Association as well as a former member of the Lewis F. Powell, Jr. American Inn of Court.
He currently serves on the Alumni Board of Trustees for the Virginia Commonwealth University Chapter of the Delta Chi Fraternity (of which he was a founding father) and served on the Supreme Court of Virginia's Pandemic Flu Preparedness Commission. Prior to attending law school, David worked in the advertising department of Circuit City Stores, Inc. as a graphic artist and also experienced stints in radio broadcasting and sales. David graduated from Virginia Commonwealth University with a B.S. in Mass Communications and earned his law degree from the University of Dayton School of Law.
Administrative Assistant to John Cole Scott
Jennifer joined Closed-End Fund Advisors in September of 2012. Prior to joining CEFA, she worked in sports management, managing endorsements, marketing, travel, and other client management needs for professional baseball players. Jennifer's experience also includes event and travel planning, coordinating travel programs around major sporting events for Fortune 500 companies. She currently assists John Cole Scott in travel planning, meeting planning, and client management.
Alex joined Closed-End Fund Advisors in November 2011 and he is currently in charge of data management, programming, and database administration. He holds a master's degree in Databases from The Bucharest University of Economic Studies. Prior to joining CEFA, Alex worked as an economist and he also participated in several freelance IT projects for clients from United States, Europe and Australia.
